Frank W. Allen was born in New York in 1861 and moved with his parents to Cleveland when he was a small child. His siblings were: Edward E., Peter J., and Mrs. Charles P. Walsh all of Cleveland. He attended Business College in Detroit and came to LaCrosse in 1881 and worked for the Southern Minnesota Railroad. He attained the rank of Conductor and worked for the railroad for 12 years. He married Luella M. Hoxsie on Feb. 5, 1888 and later engaged in the hotel business. He opened the Allen House which was located just north of the Milwaukee tracks in LaCrosse, WI.

Frank was a third term member of the Board of Education and was active in several lodges as well as the Masons and the Order of Eastern Star.

Frank passed away at the age of 65 years, 0 months and 15 days on June 6, 1926. Blessed be his memory.
