James T. O'Brien was a first generation Irish-American born to Thomas O'Brien and Catherine Long O'Brien in Washington D.C. His father died when he was three and he was raised by his mother. He was a plumber by trade and married Nora Lyons at the age of 32. He had two sisters: Mary O'Brien who died prior to 1920 and Catherine O'Brien Thomas who died in 1973 at the age of 94.
