Della was the second child born to Mary and Edwin Cook. She had an older brother Harry and eight younger siblings: William, Carroll, John, Daniel, Emma, Phineas, Lawrence, and Joseph.

Della attended school in Vermont at least until the age of 8. She moved from Vermont to Iowa with her family in her late childhood. She lived with her parents until about 1895; after that time she resided at the Iowa Hospital for the Insane/Mount Pleasant State Hospital for the Insane until moving to the Lee County Home/Poor Farm no later than 1920.
