United States Navy Admiral. Born at Palmyra, New York, he graduated from the US Naval Academy at the head of his class in 1861. He served as Executive Officer on the ironclad USS Patapsco during the Civil War, was advanced the Lieutenant Commander in July 1866 and served on the USS Colorado in European Squadron. An expert on ordnance and torpedoes, he was Superintendent of the Naval Academy and devised superimposed turrets for US Navy war ships. During the Spanish-American War, he was Captain in command of the fleet that captured Spanish merchant vessels and blockade runners which finally defeated the Spanish fleet under Admiral Cevera, December 1898. Promoted to Commodore after the war, he commanded the Boston Navy Yard and retired a Rear Admiral in February 1902.
