4th Prime Minister of Turkey. He served from January 25, 1939 to July 8, 1942. Prior to becoming prime minister, he completed his basic education and entered military medical school graduating with the rank of doctor captain in 1905. He then served as a physician at Maltepe Military Hospital and Feshane Factory from 1907 to 1910 and in military camps and hospitals in Germany in 1910. One of the key people of the Independence War, he became an official of the Department of Health of the Ministry of War in 1913. He was then named an army health inspector. Between 1921 and 1937 he served as minister of health for three different terms. A member of the Republican People's Party, he served as a member of parliament from June 28, 1923 to July 8, 1942. He was minister of national education in 1933 and minister of interior from November 11, 1938 to January 25, 1939. He then became prime minister. He is best remembered for his efforts and initiatives to improve health services and facilities. Examples of his efforts include creating a medicine to cure typhus, establishing the Institute of Bacteriology and his vaccines against epidemics. He also tried to protect the nation from the undesirable impacts of World War II while he was in office.
