Wallace Victor was born in Salt Lake City, Salt Lake County, Utah. He appeared in the census in 1910 in Salt Lake City, Salt Lake County, Utah. He married Frances Dorothy Musgrave on 25 June 1923 in Los Angeles, Los Angeles County, California. Frances was born on 23 March 1905 to Charles E. Musgrave and Florence E. Snell. The couple appeared in the census in 1930 in Montebello, Los Angeles County, California.

Wally and Frances had two children: Beverly Jean Bloomquist (born November 1924 in Utah, and married 1st Peter William Wurtz and 2nd married Neal Caruso) and June Elaine Bloomquist (born 1 June 1928 in Los Angeles County, California, and married FNU Branson about 1946). Wally left Frances after a few years, and he married to three more women before his death. The names of his second and third wives are not known at this time. There were no children born to these marriages. His last wife was Mildred Stasny Foftina.

Wally's fourth wife, Mildred, said that in his latter years, Wally insisted that they live in an apartment that had a view that overlooked the Oakland LDS Temple. He would sit in his living room looking out at the Oakland Temple and mutter over and over, "I have to suffer." He must have been aware of his sins and knew the day was closing in on him when he would have to answer for his sins to the Heavenly Father.

He received his endowment on 4 June 1956. He died on 6 June 1973 in Oakland, Alameda County, California. He had Social Security Number 563-10-7596, issued in California. On 11 December 1979 he was sealed to his spouse, Frances Dorothy Musgrave.
