Farmer and humanitarian aid worker. Went to Laos in 1960 as agricultural adviser with International Voluntary Services (IVS). Later became senior official with the United States Agency for International Development (USAID). Noted for relief work among the Hmong people and for logistical support of the Central Intelligence Agency's "secret war" against the communist Pathet Lao movement.
