Peder Andreas was born to Cecilia Margarete (Pedersdatter) and Petter Adolph (Mikalsen). In Norway when Peder was born most people did not have last names; he was known as Peder Andreas Pettersen (son of Petter) of the Foslien farm.

He had two older brothers Peter Magnus and Martin Adolf, and an older sister Telise Karoline. After his mother died in 1885 his father remarried and gave him eleven half siblings Signe Marie, Magnhild Kristine, Olaf Matheus, Nils Peter, Jenny Kristine, Tora, Karen, Astrid Johanne, Ivar Olai, Gudrun and Torleif.

He could speak Norwegian and finished the eighth grade; he could also read, write and speak English.

On April 22, 1891 Peder P. Foslien emigrated to Quebec on the ship "Hero". He later moved to Minnesota and eventually became a Naturalized Citizen of the United States. He lived in Minnesota, North Dakota and Montana before settling down in Washington.

In both Norway and Minnesota Peter was engaged in the forest industry. Later in North Dakota he worked on the Railway and continued doing so in various positions including conductor and brakeman. He worked for Northern Pacific Railway Company and was a member of the Brotherhood of Railway Trainmen.

He married Lillian O'Connor on April 22, 1901 in Glendive, Montana and together they had eight children: Cecilia, Mary/Helen, Peter, Thelma Gertrude, Lillian Sarah, Earl, Lucille and Lola "Lula". The family lived in Tacoma and by 1915 were living in Ellensburg, Washington where their house was partially destroyed by fire on March 17, 1915. By 1920 they had returned to Spokane.

According to Peter's 1930 Census record he was divorced, but his death certificate lists Lillian as his spouse.
