Phil was a son of Ezra Charles and Lima Anna (Hudson) Milhous. Phil was a first cousin of President Richard Milhous Nixon.

Phil married Verline Pettitt on March 15, 1940. The couple owned and operated Phil's McCulloch Saw Shop for many years.
