US Army General. He graduated from the University of Oregon and enlisted in the Oregon National Guard in 1892. He joined a unit of Nebraska Volunteers in 1898 and took part in the Spanish-American War, advancing to First Sergeant while serving in the Philippines. He was commissioned a Second Lieutenant in 1901, and continued his military service while working in Eugene as a real estate broker and bank officer. He was promoted to Colonel in 1911 as a member of the Governor's staff. During World War I he commanded first a Coast Artillery regiment, and then the 162nd Infantry Regiment. After the war he remained on active duty with the War Department, and took part in creating the National Defense Act of 1920. From 1922 to 1925 he was Assistant to the Chief of the Militia Bureau and Chief of the bureau's finance division. In 1925 he was appointed Chief of the Militia Bureau and promoted to Major General. He served until 1929, when he accepted appointment as Auditor General of the Philippines territorial government. He held this position until 1933, afterwards living in retirement in Portland.
