Genner was a farmer and newspaper editor in Horn. In 1934 he was jailed briefly for his writing by the Nazis. In 1938 he joined the Communist Party, and he was jailed again; he fled Austria upon his release. After 1945 Genner was elected governor of Lower Austria.
