Congregation Rodeph Shalom dates its founding to 1795 with the coalescing of what was the first Ashkenazic congregation in the Western Hemisphere. Incorporated in 1812 as the Hebrew German Society of Rodeph Shalom, by 1850 it became clear that its old burial ground in Kensington and newer cemetery in Nicetown were no longer adequate to support their needs. Accordingly, on October 9, 1854, they purchased a large lot of land in the city's Harrowgate section for a large burial ground.
For over a century, the Harrowgate cemetery would serve the congregation. Around the year 1889, burials from its old grounds in Nicetown and Kensington were removed here, and by 1895 greenhouses were erected on unused portions of the land. In the early 1900s, Sedgely Avenue was cut through the southern portion of the ground — a portent of a changing area. The City began to encroach on the old burial ground and the area had become heavily industrialized, and so, in August, 1973, the congregation receive approval to remove the dead and sell the real estate. The dead were removed over the course of the next months to Roosevelt Memorial Park in Trevose, Bucks County.
In 1982, Rodeph Shalom sold the ground to the City of Philadelphia, and today the Juniata Park Older Adult Center occupies the site.
