Stillman was born in Bolton, Worcester, Massachusetts to Thomas Welch and Lovica Hastings Welch in 1796. He was the third son of six sons and one daughter and was brought up by a strict father on a farm. Shortly before his 21st birthday, he paid his father for the time remaining during which he was expected to work for his father . He moved to Warren/Barrington, R.I. After learning a trade, he found employment in the forests of Florida and in voyages to the West Indies. He then settled as a master mechanic in Warren, R.I. and in 1825, he married Betsy Haile, daughter of Barnard Haile and Mary Bardine. Stillman was a successful businessman, active in politics in Barrington and gave to many local organizations, schools and churches.
Having been brought up a strict Presbyterian, he joined the Baptist Church in Warren and became a Deacon. In the census, he lists himself as a farmer. The last ten years of his life, he lived in Providence with his wife and two daughters who never married.
Stillman and Betsy were the parents of six children.
