Timothy was a police officer in Oakland who was directing traffic on April 9, 1930 at what was then 10th Avenue and East 14th Street (it is now International Boulevard.) He suffered a skull fracture with accompanying cerebral hemorrhage, as well as other traumatic injuries, and passed away of his injuries 9 days later. His death was overlooked for inclusion on the state police officer's wall by the Oakland Police Officer Association until 2013 when he was finally included.
As of October 2016, his grave in St Mary's Cemetery was unmarked. The Alameda County Heroes Grave Project is planning to use donations to place a headstone.
