Continental Congressman and jurist. He graduated from the College of William and Mary in 1763, studied law with Patrick Henry, and became an attorney. Fleming often work for Henry, surveying lands, recording deeds and performing other legal tasks. He served in the colonial House of Burgesses from 1772 to 1775, and was a Delegate to the 1775 and 1776 colonial conventions held to consider whether to go to war with England. Fleming served in the Virginia State House of Delegates from 1776 to 1778, and was a member of the Continental Congress from 1778 to 1779. In 1788 he became Judge of the General Court, and in 1789 was elected to Virginia's first Supreme Court of Appeals. He served on the Court of Appeals until his death, and was Presiding Judge beginning in 1809.
