Turkish Statesman. He served as the Prime Minister of Turkey from November 9, 1989 to June 23, 1991. He attended Istanbul University, where he studied law, and practiced law after graduation. In 1983, he co-founded the Motherland Party and entered Parliament that same year as a member of that party. From 1984 to 1987, he served as the interior minister under Prime Minister Turgut Ozal. In 1987, he left that post to become the speaker of the parliament and served in this position for the next two years. When Ozal was elected the president of Turkey in 1989, he was chosen to succeed Ozal as prime minister. He went on to serve at this post for the next two years before losing the party's primary for party leader in 1991. During his tenure, he oversaw both an influx of ethnic Turkish refugees from Bulgaria and a mass of Kurdish refugees massed on Turkey's borders with Iraq following the First Gulf War. He later served as the speaker of the parliament again from 1999 to 2000.
