Roman Catholic Cardinal. The late cardinal was born as the fourth of six sons to Pedro Rubiano and Tulia Sáenz. He completed his studies at the seminary in Popayán and the Université Laval in Quebec. On July 8, 1956, he was ordained as a priest and went on to serve as the bishop of Cúcuta from 1971 to 1983. He was appointed as the Archbishop of Cali, where he served from 1985 to 1994. He was installed as Cardinal on 27 December 27, 1994. He also participated in the 2005 papal conclave that elected Pope Benedict XVI. His term in office ended on July 8, 2010. At the age of 91, he passed away at his residence.
