US Congressman. He was born in Pelican, Louisiana, attended Louisiana State University and served with the National Guard on the Mexican border during the 1916 Villa expedition. During World War I he was commissioned as a Second Lieutenant in the 156th Infantry Regiment and served in France. After the war he became active in the oil and natural gas business, and expanded his interests to include trucking, insurance, farming and financial services, also becoming involved with the American legion and numerous civic and fraternal organizations. He was a Delegate to the 1940 Democratic national convention, and from 1940 to 1942 he was Executive Assistant Director of the Louisiana Highway Department. From 1942 to 1943 he was Director of Planning, Housing, and Aeronautics in the Louisiana Public Works Department. In 1942 he was elected to the US House of Representatives as a Democrat and served two terms, 1943 to 1947. He was an unsuccessful candidate for renomination in 1946 and returned to management of his business ventures, also serving as an Alternate Delegate to the 1952 Democratic national convention and remaining active until his death in Monroe, Louisiana.
